The criminal operation, called Outsider Enterprise, operated like a scam-building service on Telegram where less technical criminals could buy templates and instructions to launch their own fraud schemes. The group managed to send over 2.5 million fraudulent texts to Android users before Google, law enforcement, and mobile carriers worked together to shut it down.
